Some aspects of the third and new photovoltaic energy bill that will soon be signed and published in the Official Gazette.
The new photovoltaic energy bill that will come into force on 1 January 2011, approved on 9 July, the Joint Conference State-Regions finally allows the industry to extend its gaze to the end of 2013 and beyond. In summary we see some aspects of the decree (see attachment below) which will soon be signed and published in the Official Gazette.
You go from three classes of power to six of the mechanism of this third energy account. Eliminates the type of "system partially built in "end up with only two types of system: systems installed on buildings and facilities on land or other facilities.
The incentive rates, paid for 20 years in 2011 will suffer a significant reduction compared to those in force in 2010, this will range between 10 and 25% for systems installed on buildings and between 13 and 27% for the other installations.
As you can see from the table suffer a cut in rates, in their first year, in three different periods. In subsequent years, 2012 and 2013, rates of 2011 presented in the table, column C, will suffer a reduction of 6% per year.
The order provides specific incentives for integrated systems with characteristics innovative (see Table B ). Those tariffs provided for power ranges from 1 to 20 kW, 20 to 200 and above 200 kW, will be higher by 16-28% at the rates provided for installations on buildings.
The decree also consider a new technology, that of CPV (Article 14 - Table C ) for plants from 1 kW to 5 MW. In this case you can access its rates for equipment that will commence operations at a later date to that of entry into force of the decree on the energy account, thus well before 2011.
are also considered to be specific about the increases in tariffs (Articles 9 and 10). Among the awards considered:
• 5% for plants made on buildings located in areas classified as industrial, commercial, quarries and landfills, and those operating under the net metering on buildings made by municipalities with a population less than 5,000 inhabitants;
• 10% more for the equipment they replace roofing in asbestos or asbestos-containing;
• 20% surcharge payable on each day that a plant is part of a profile exchange with predictable
• up to a maximum increase of 30%, half of the improvement percentage of reduced energy consumption achieved if they are effectual work to improve the energy performance of a building.
Always in Article 3 of Decree sets a target for cumulative maximum power to be installed by 2020 of 8,000 MW (this figure is considered to be greatly underestimated by all operators).
Some clarifications are explicitly mentioned in the Decree (Article 20). For example, solar greenhouses are eligible for fees only if agricultural activities are conducted throughout the period on the acceleration. We then consider the trackside modules to those with a height less than 2 feet above the ground at the lowest point. All tracking systems are considered assemblies.
With regard to the cumulation incentives are provided for by the provisions. 5 of the decree. In many cases the rates of energy are added to account for capital grants of up to 30% of investment costs, which limit rises to 60% in the case of PV systems made to public schools or private schools of all levels, public health facilities, administrative offices on buildings owned by local authorities, autonomous regions or provinces.
